OMB Releases Implementation Guidance for AI Executive Order

 

The Office of Management andBudget (OMB) has released draft guidance for implementing President Biden'sExecutive Order on Artificial Intelligence (AI). This guidance aims toestablish AI governance structures in federal agencies, advance responsible AIinnovation, increase transparency, protect federal workers, and manage risksfrom government uses of AI.

Strengthening AI Governance

 

Federal agencies are directed to:

 

●      Designate Chief AI Officers

●      Establish AI governance boards

●      Create inventories of AI use cases

 

Advancing Responsible AI Innovation

 

Agencies are instructed to:

 

●      Expand AI use cases that advance their missions

●      Develop AI use policies and workforce training programs

●      Streamline AI procurement processes

 

Managing AI Risks

 

The guidance requires agencies to:

 

●      Conduct impact assessments for high-risk AI systems

●      Implement safeguards for safety and rights-impacting AIuses

●      Provide public transparency on AI applications

 

Risk-Based Approach

 

The guidance takes a risk-basedapproach, focusing safeguards on AI systems that pose risks to public rightsand safety. This includes requirements for impact assessments, real-worldtesting, independent evaluations, and public consultation for higher-risk AIapplications.

 

Public Comment Period
